That with a 110 Speed... Best Ice-type Sweeper outside of Kyurem-W :O (And maybe Mamoswine)
Though, I think UU is as far as she'll go with that spread, Stealth Rocks and Scizor. :I

Also, while on the evolution bandwagon, does anyone else think that a Lanturn evolution would be nice? I feel that an evolution would be so Farfetch'd, considering it has a pretty low BST for a fully evolved pokemon, and its unique qualities could actually be of great use in standard metagame with all those resistances.
A fairly modest increase in base stats would help it out a lot: 135/68/68/96/96/77 (540)

Or if Gamefreak wanted to be awesome, they could be all 135 / 63 / 83 / 96 / 96 / 67

Raticate already seems like a full evo... He's supposed to fit a mold of two mon Normal-type beginner lines. Lillipup broke that mold, but it did it well, if another mon just suddenly copied it, it'd be annoying.
If he were to evolve, it'd be something catastrophic that looks nothing reminiscent to him or Rattata. >_>

I kind of feel certain Gen 1 mons have already reached their peak, like Raticate and Fearow, although they could use a boost, I think they fall into the category of next gen mons who have just one evolution that you catch in game early. Parasect also falls here, plus it's part of the Spore trio.
Rapidash is a pretty nice pokemon when you think about it, its only problem is they forgot to give it Speed Boost.
Dewgong, I kind of feel would be far too similar to Walrein if it evolved, unless they make it more offensive. It could work.
Hypno should have as much power and presence as it did in Gen 1, I'm tired of seeing the same Wish sets everytime I face it, if an evolution can fix that then I would use it. Otherwise without Wish, there is literally no reason to use Hypno over other Psychic types (especially Musharna), it's just the antique symbol of the old Hypnosis Dream Eater strategy. It doesn't even have Bulk Up for a physical set, not that it would dent Tangela.
Here's a sample Base stat spread for a Hypno evo:
More offensive - 90/93/80/93/125/57 (538 - unique)
More defensive - 105/83/75/83/135/57 (538 - unique)
Kingler I'm pretty sure has its niche of being the most physically offensive water pokemon, unless I'm forgetting something new.
Marowak, they need to create the link between Cubone and Kangaskhan first xD
